Based on the Ministry of Magic pamphlet propaganda Umbridge was making at the time mudbloods and the dangers they pose to a peaceful pure blood society It is doubtful that the Locket would want do anything against her best interest. If anything the Locket may have been channeling her anti-muggle hatred and expanding on it.
With the new Ministry, she was capable of expanding on muggle-born hatred and actively create kangaroo courts against muggle-born and half-blood wizards. Her legislation was also crueler on non-wizard kind such as goblins, house-elves, and centaurs. I don't think the book actually said that it didn't.

It was a locket of heavy gold with a serpentine S in glittering green stone inlay on the front. After descending down from Slytherin, it came into the possession of the Gaunt family , and Marvolo Gaunt treasured this heirloom of this pure-blood heritage along with his ring heirloom.
After Marvolo and his son Morfin Gaunt were sent to Azkaban , the locket was stolen by Marvolo's daughter Merope Gaunt , who sold it to Caractacus Burke for ten Galleons, a price far below what the priceless artefact was truly worth. The locket was bought from Borgin and Burkes shop by a wealthy witch with an affinity for rare or valuable items named Hepzibah Smith. In the midth century, Smith showed it to a young Tom Riddle , who was an employee of Borgin and Burkes at the time.
Riddle was interested in the locket which was, after all, his birthright , and two days later, Hepzibah was found dead and her house-elf , Hokey , made a full confession Riddle presumably performed a False memory spell on her, as he did with his uncle Morfin years earlier.
During Harry Potter , Ronald Weasley , and Hermione Granger 's attempts to find and destroy Voldemort's Horcruxes , they decided to track down the locket first after retrieving the fake one placed by Regulus from the cave. They learned from Mundungus that it was taken from him by a Ministry bureaucrat named Dolores Umbridge , [6] and thus the trio infiltrated the Ministry , found Umbridge, and retrieved the locket.
When Slytherin created the locket, he enchanted it so that only a Parselmouth , like himself, could open it. After Slytherin's death, the locket was passed down his family line, and eventually came to Marvolo Gaunt , who lived outside the village of Little Hangleton. Contradictory to his obsession with the two heirlooms, Marvolo permitted his daughter, Merope, whom he horribly mistreated, to wear the locket around her neck.
After they had eloped, Merope became pregnant with Riddle's child. However, after coming to his senses, Riddle fled from Merope, returning to Little Hangleton. Merope Gaunt died shortly thereafter, leaving her son in the care of the orphanage. Many years later Tom Riddle graduated from Hogwarts, spurned a wide variety of prestigious offers and took a job at Borgin and Burkes , because of the potential to work with Dark artefacts.
In the course of his work, Riddle visited the elderly witch Hepzibah Smith on many occasions and charmed her with flowers and compliments. After many visits Smith showed Riddle her most prized possessions: Helga Hufflepuff's Cup , an artefacts that she had inherited from her prestigious ancestor and the locket.
She told the young man that she hoped he would appreciate the unique history the objects' possessed. Hepzibah stated that both objects had considerable powers which she had not fully tested, and detailed the locket's historical value.
According to Dumbledore, Riddle saw the locket as rightfully his due to its past connections, and is one of the reasons why he would covet it more. Two days later Smith was found dead and her elderly house-elf , Hokey , admitted to accidentally poisoning her mistress' cocoa mistaking a little known highly lethal poison for sugar.
Later, Smith's family discovered the cup and the locket were both missing, but by then Riddle had already quit his job and disappeared, not to be seen or heard from again for a decade.
This was a marked departure from his other Horcrux murders, as he tended to choose deaths significant to him in the creation of Horcruxes. Many years later, the locket was hidden by Riddle, now styling himself Lord Voldemort , in a seaside cave he had visited as a child. It was in this cave that he " committed an act so horrifying " that he shocked fellow orphans Dennis Bishop and Amy Benson into muteness. First, the cave could not be Apparated into or Disapparated out from; second, an unmarked door that could only be opened with the payment of blood wiped upon the cave walls; third, an Inferi -infested lake; fourth, an invisible rowboat that would transport only one wizard at a time safely across the lake; fifth, a stone basin filled with a green potion that could not be parted, vanished, transfigured, or otherwise made to change its properties.
The only way to remove the potion from the basin, thereby exposing the locket at the bottom, was to drink it. The potion caused unbearable pain to the drinker and forced them to relive their worst memories and face their worst fears, as though in a nightmare.
The drinker would therefore be unable to imbibe anything but the lake's water, which would awaken the army of Inferi. Regulus Black , defecting Death Eater who stole the locket. When he had seen the cave's effectiveness in action, he left Kreacher to die on the island in the middle of the dark lake. As Regulus had instructed Kreacher to do all that Voldemort asked of him and then return home, Kreacher was able to Apparate out of the cave and back to his master Regulus.
The younger Black was infuriated at the mistreatment of Kreacher, and having seen the lengths to which the Dark Lord would go, turned against Voldemort. During Regulus's time as a Death Eater , Lord Voldemort had made veiled references to his Horcruxes , believing that no one would deduce exactly how he had come to be immortal.
So Umbridge acquires the locket as a bribe from Mundungus Fletcher, and though it once belonged to Salazar Slytherin, Merope Gaunt, and Hepzibah Smith, Umbridge is unaware that the locket is one of Lord Vodemort's Horcruxes - or that it belonged to him at all. Instead, she lies about the meaning of the locket in a bid to bolster her pure-blood credentials - choosing to pretend it's a Selwyn family heirloom.
Anyway, from the end of book five The Order of The Phoenix , she's wearing the locket - so could it be the case that the malign influence it exerts is the reason for her horrible nature and bad temper? And how does she manage to conjure a Patronus while wearing the locket when Harry wasn't able to? There are so many theories about this amongst Harry Potter fans, but let's leave it to the Hogwarts creator herself to get to the bottom of it.
JK Rowling said in an Online Bloomsbury Webchat in that it was because "she is a very nasty piece of work. She has an affinity for this horrible object, which would help rather than hinder her. Mundungus largely stole from 12 Grimmauld Place after Sirius's death - Harry caught Mundungus in Hogsmeade selling stolen silver, and Dumbledore comments. That dates the theft to most likely being after the end of OotP, so should not feed into Umbridge's behaviour prior to Sirius's death.
It is possible that Mundungus stole the locket specifically prior to that date, but it looks unlikely given the evidence. There's a few quotes from Deathly Hallows that indicate Mundungus took the locket at the same time he was taking everything else of value from Sirius's house.
Kreacher did wrong, Kreached failed in his orders! There was a locket there. Then there's this quote from Half-Blood Prince, as well as the quote from dlanod's answer, that indicate Mundungus stripped the house after Sirius had died.
Mundungus was a thief, but more importantly he was a coward, and I just don't think he would have had the courage to strip the house of everything valuable whilst Sirius was still alive and living at Grimmauld Place. It was Umbridge's lie that brought the blood surging into Harry's brain and obliterated his sense of caution - that the locket she had taken as a bribe from a petty criminal was being used to bolster her own pure blood credentials.
During Order of the Phoenix the Ministry of Magic is still denying that Voldemort has returned and is a few years from implementing its policies regarding Muggle-born witches and wizards, so she wouldn't have needed to pretend she's related to a pure-blood wizarding family. And, given how pro-Ministry she was and how strictly she enforced its laws, I can't see her letting Mundungus off for what would have been, at that time, nothing more than a piece of jewellery.
I don't have the books with me right now to check, but I'm pretty sure there was something in Deathly Hallows to the effect that Mundungus didn't start stealing stuff from Sirius's house until after Sirius died.
I disagree on the idea that the locket was taken by Umbridge after Sirius' death, because she was sent to Azkaban after that. So I'm going to wager the locket was nicked by Kreacher and stashed away sometime between August 7, , and August 31, the dates the Order and the kids were at Grimmauld presumably; the kids would have returned to Hogwarts on September 1, As well, Sirius was living in Grimmauld for the entire duration of Order of the Phoenix , which would have been a major deterrent to Dung coming in and cleaning the place out.
Once Harry returned to Hogwarts, the Order kept watch over Harry, even though he was at school. Improve this answer.
